I don't believe Hubbard ever had any intention to keep the public "safe from
harm", nor did he ever literally believe the Xenu myth he fabricated. His
obsession was to control people and to make money therefrom. He made up the
entire Xenu - body thetan nonsense as part of a cruel con game. His level of
"ethics" is revealed by how he perverted the very definition of the word to
his gullible followers.
