Ethics Committee decided against disciplinary action in 1990.

Rep. Barney Frank. The outspoken Massachusetts Democrat hired a male
prostitute who ran a prostitution service from Frank's residence in
the 1980s. Only two Democrats in the House of Representatives voted to
censure him in 1990.

Former Sen. Brock Adams. The late Washington Democrat was forced to
stop campaigning after numerous accusations of drugging, assault and
rape, the first surfacing in 1988.

Former Rep. Fred Richmond. This New York Democrat was arrested in 1978
for soliciting sex from a 16-year-old. He remained in Congress and won
re-election-before eventually resigning in 1982 after pleading guilty
to tax evasion and drug possession.

Former Rep. John Young. The late Texas Democrat increased the salary
of
a staffer after she gave in to his sexual advances. The congressman
won
re-election in 1976 but lost two years later.

Former Rep. Wayne Hays. The late Ohio Democrat hired an unqualified
secretary reportedly for sexual acts. Although he resigned from
Congress, the Democratic House leadership stalled in removing him from
the Administration Committee in 1976.

Former Rep. Gerry Studds. He was censured for sexual relationship with
underage male page in 1983. Massachusetts voters returned him to
office
for six more terms.

Former Rep. Mel Reynolds. The Illinois Democrat was convicted of 12
counts of sexual assault with a 16-year-old. President Bill Clinton
pardoned him before leaving office.

Sen. Teddy Kennedy. The liberal Massachusetts senator testified in
defense of nephew accused of rape, invoking his family history to win
over the jury in 1991.

Mark Oaten, the former Liberal Democrat leadership challenger,
dramatically quit frontline politics last night over revelations of an
affair with a rent boy.

Rep. Wilbur Mills (D-Ark.)
On Oct. 9, 1974, Mills, the chairman of the House Ways and Means
Committee and perhaps the most powerful member of the House, was
stopped for speeding near the Jefferson Memorial at 2 a.m. Shortly
after, Annabella Battistella - a stripper who went by the stage-name
of Fanne Foxe,  the "Argentine Firecracker" - jumped out of his car
and into the Potomac River tidal basin. The incident did not
immediately threaten Mills, whose district was solidly Democratic. But
Mills won reelection with only 59 percent of the vote, his lowest
total
ever. Within weeks, Mills appeared on a Boston stage carousing with
Foxe, apparently intoxicated. Faced with an uprising among House
Democrats, Mills was forced to resign as Ways and Means chairman, and
in 1976 he announced he would not seek another term, ending his
38-year
House career. He was succeeded by Jim Guy Tucker, whose own ethics got
the attention of Kenneth Starr some two decades later.

Church at Grove Farm, an interdenominational church that uses Anglican
liturgy. The pastor of Christ Church, the Rev. John Guest, told the
Pittsburgh Post-Gazette that Valencia was dismissed in late 2001 because he
was found to have pornography on an office computer after he was warned about

Fort Pierce, FL. Pastor Kenneth Johnson, recently convicted of having sex
with a minor, and Friendship Missionary Baptist Church -- where he reportedly

Johnson, 39, is scheduled to be sentenced Friday on one count of unlawful
sexual activity with a minor. He faces up to 15 years on the second-degree

Athens, GA. Ralph Tulk, 63, was arrested Tuesday and charged with five counts
of child molestation for allegedly inappropriately touching five children at
Holy Trinity Lutheran Church over several years. He was superintendent of the
Sunday school program when some of the alleged molestations took place and
was treasurer of the church until last month, according to police and the
church. Dickerson and many other residents of this Northeast Georgia city --
most of whom were willing to share their thoughts about the case but not be
quoted -- said they worry about the church, but aren't yet convinced of the
allegations. "This is America, and you are innocent until proven guilty,"

Bryan, TX. A pastor was arrested and released from jail Monday night after he
was charged with aggravated sexual assault of a child. Ford was indicted
earlier this month based on an allegation he had sexually assaulted a teenage
boy who went on a trip with the pastor to the Texas Panhandle more than two
years ago. Ford was pastor from the New Zion Missionary Baptist Church in
Bryan where he had served for 17 years. (Bryan-College Station Eagle, Dec.

teenage boy. Idaho Falls police charged a long-time religious leader with
five counts of lewd conduct with a minor. 46-year-old Steven Michael
Sheridan, the former pastor of St. Paul's United Methodist Church has been
arrested-- this after police recorded two recent phone conversations between
the victim and Sheridan. Sheridan was the pastor of St. Paul's United
Methodist Church five years ago when the alleged crimes occurred. Since then,
he's been pastor of another church. The victim who was 13 at the time, and is
now 18, said Sheridan was like a mentor. They took trips together, and during
those trips, Sheridan touched him sexually. One time, the pastor allegedly
touched the boys genitals saying he was checking for cancer. (KPVI, Dec. 6,

in Saturday's editions that two lawsuits were filed in Lancaster County
District Court on Friday by unnamed plaintiffs who alleged they were abused
by longtime principal David Mannigel. Mannigel, a Lutheran minister,

An associate pastor of a San Fernando Valley chapel was sentenced to 32 months
in prison on Tuesday for failing to register as a sex offender. Ilger, a former
second-grade teacher, was convicted in 1988 of molesting four students in his
San Luis Obispo classroom. After being released from jail, Ilger and his family
moved to Los Angeles, where he took a position with Hope Chapel of the Valley
in
Canoga Park. "We've lived and learned a painful lesson," the Rev. Jeff Fischer
of Hope Chapel said outside court. Fischer has said he and about 30 church
elders knew that Ilger had molested young girls before he was hired.

attorney, Dwight Brannon, wrote "He had his first sexual experience with

male at the age of 19 while in college. Shortly after he began surfing the Web

$600,000 settlement with a mentally disabled man who accused the minister of
rape. The Rev. Thomas Masters, pastor of the New Macedonia Church of Riviera
Beach, and Church Mutual, insurer for the church, negotiated the settlement
with
the man, according to his attorneys and court papers filed Monday. The man, who
has the mental capacity of a 7-year-old, attended New Macedonia and accused
Masters of coercing him to smoke crack cocaine and then raping him twice on

To see the real truth of the matter, let us take a look at the
Department of Justice document Criminal Victimization in the United
States, 2005. (Go to the linked document, and under "Victims and
Offenders" download the pdf file for 2005.)

In Table 42, entitled "Personal crimes of violence, 2005, percent
distribution of single-offender victimizations, based on race of
victims, by type of crime and perceived race of offender," we learn
that there were 111,590 white victims and 36,620 black victims of rape
or sexual assault in 2005. (The number of rapes is not distinguished
from those of sexual assaults; it is maddening that sexual assault, an
ill-defined category that covers various types of criminal acts
ranging from penetration to inappropriate touching, is conflated with
the more specific crime of rape.) In the 111,590 cases in which the
victim of rape or sexual assault was white, 44.5 percent of the
offenders were white, and 33.6 percent of the offenders were black. In
the 36,620 cases in which the victim of rape or sexual assault was
black, 100 percent of the offenders were black, and 0.0 percent of the
offenders were white. The table explains that 0.0 percent means that
there were under 10 incidents nationally.

The table does not gives statistics for Hispanic victims and
offenders. But the bottom line on interracial white/black and
black/white rape is clear:

In the United States in 2005, 37,460 white females were sexually
assaulted or raped by a black man, while between zero and ten black
females were sexually assaulted or raped by a white man.

What this means is that every day in the United States, over one
hundred white women are raped or sexually assaulted by a black man.
